David Whisnant, JD

After practicing law for a number of years, Dave began his housing career as Legal Director and then Executive Director of a legal services non-profit serving homeless persons in Atlanta that also provided HUD Emergency Solutions Grant and Continuum of Care housing.  He moved to the State of Georgia’s Department of Community Affairs (DCA) in 2016 as the Director of the Office of Homeless and Special Needs Housing, overseeing the Balance of State COC, ESG, 811, Housing Opportunity with AIDs, state-wide Homeless Management Information System implementation, CoC PSH, State Housing Trust Fund, DCA’s Olmstead settlement work, and other programs.  In 2019 he became a Division Director and added DCA’s Housing Authority with over 14,000 HCV Vouchers to his portfolio, finally serving as the Chief Operating Officer for DCA in 2021 until he joined CS in 2022. 

Dave is most proud of the work that the amazing CS staff is able to accomplish as a team, and the incredible progress that CS is making across so many communities across the country. He personally has enjoyed being a part of the HRSA SURE Housing Initiative, and the collaboration within CS and our partners to create a new program that will provide housing and health care to HIV positive persons across three populations in ten communities.  More than anything, he enjoys the fact that everyone at CS brings their authentic self to work each day to create a fantastic and supportive culture where we enjoy our work and each other. He also very much appreciates that his (numerous) trivia questions and dad jokes are tolerated.
